Question
Asalam u Alaikum;
It has been very nice experience to learn from a scholar via e-mail.today i have two questions to ask;
1) I have heard from a scholar that it is a saying of Muhammad(peace be upon him) about the sighting of moon and then celebration of EID that,which means,"if a tribe sight the moon in one part,they can celebrate EID on their own."
and also there is another saying of Muhammad (peace be upon him) that,which means, "if a tribe sights moon and the other does not sight it in their part then the tribe woh haven't sighted it can celebrate the EID on the evidence of other tribe".
My question is that if the second saying of Muhammad(peace be upon him) is valid then CAN MUSLIM OF THIS AGE CELEBRATE EID ON THE SAME DAY??because the news of sighting the moon can be spread in seconds now-a-days.For me it may indicate the unity of MUSLIMs.
2) I have heard that "if any one beggs from you by the name of ALLAH (SW),you must give him\her some thing,according to your ISTITA'AT.".Is it true??
then there is another saying that there begging is not allowed in ISLAM.
Now in both opinions a person should follow which opinion.so that full fill his/her duty as a Muslim and a citizen of this country too.
i need a guide line from you.

1- Remember two principles:
* Eid is based on moon sighting witness n u know spreading a news is not a witness.No court consider it as a Shahadat.
* government decision is valid only in its own premises
so either the guy sees any where in the world offers witness himself every country or that news reaches us through specific islamically reliable ways(mentioned in Fiqh) n in all cases government accepts it only than Eid would b possible on same day.
2-if some one has one day eatables,Begging is not allowed for him. however if someone whose financial status is not known asks n uses Allah great name, u should give him...... not bcaz he is right in begging but for the sake of Allah name.But if u know his financial status n he is professional beggar its not allowed to pay him even a penny.i think now both opinions n their limits n conditions would b clear.
